   The ONLY thing that will discourage copy-cats is severe
   punishment for the author.

There may be the possibility of criminal suits; since the virus
reportedly left the country, the author violated U. S. export
regulations (the binary contained a copy of crypt(), which is a
DES-derived encryption algorithm).

I sure hope that some organizations file some civil suits against the
guy.
