The NOC told us somebody jumped the gun and reconnected the mail
bridges. They were ordered to undo this, though as a few minutes ago
we still had egp routes but no traffic was getting through.

It seems clear to me DCA has not handled this well at all and that
they have failed to learn some of the important lessons that the last
month has brought home. Being given the run-around at 2:00am is not
fun, especially when you know they're lying to you and you don't know
if your site is vulnerable to whatever it is they're worried about.
